This is a simple experiment. The device here is a charger which I use to charge my smartphone. First of all, I charge it fully. Then I connect the input and output toghether with a cable. I see the red light as if it was charged. But actually it was discharged and finally all of its energy was out
The phone thinks it's charging because you have a powered cable connected to its charging port, but it's expending energy on producing light and such, so eventually it'll run out.
