From July 2016, Google is not going to accept Flash display advertisements. From June 30, developers with Flash-based display advertisements won't be able to upload them to Google’s DoubleClick Digital Marketing or AdWords. Instead, they will have to upload display adverts in HTML5.
Phase 2 of Google’s "100% HTML5" plan will begin on 2nd January, 2017, when Google will no longer run Flash ads on Google Display Network or via DoubleClick.
Nonetheless, Google stated that "video advertisements built in Flash won't be impacted at this time" on its ad networks.

So, Flash is breathing its last breath.

DoubleClick can go back to hell where they belong.

Will adblockers still be able to remove them, or is this Google's way of getting around that?

As far as causal web-browsing goes, I had that security-compromising dinosaur on "click to play" or outright disabled for a long time, via either Firefox addon or its later native options. But get irritated by key aspects or functions of some websites, unrelated to ads, still depending on it. Now if only java-dependent services and downloaded programs would disappear completely. [As I uninstalled a good while ago that intermittently violated source of "menace alerts" in the news.]
