Is bringing down whole Internet using DDoS possible?

Is this type and scope of DDoS really possible? To bring the whole Internet down?

...but...not "down" for everyone!

...for example, you could still....: type into the address bar (NOT SEARCH BAR !!) of your "Browser" the following - omitting the quotation marks - " 70.38.7.194 " and hit your "Enter" key....

That's a staggering task but entirely possible. I will provide a link where you can watch DDoS happen in real time! =] This map is really entertaining to watch when you know there are massive DDoS attacks from say, China, being launched.
