    I would say no:

    1) Such a minor movement... and someone just happened to be looking at the CCTV at just the right moment to notice it? I actually missed it entirely the first time I watched the video, and I was looking for something like that.
    2) Easily faked. A bit of fishing cable, for example, could be used to make something like this happen.
    3) Why oh why are all CCTV videos seemingly recorded in the lowest possible resolution

Nope. And the "ghost" at 20 seconds isn't a ghost either; it's just an insect.

I think the guy examined the whole night's CCTV footage to find this. It's not like this is the only moment the camera was on. Also, the owner says the theater has a history of unexplained events. So I don't suspect fakery. Why would a guy fake a haunting of some old theater anyway? It doesn't make sense..

To make money. Ghost hunters are drawn to such places; here in San Diego, the Hotel Del gets a fair amount of business from people who want to stay in Kate Morgan's room.

Do ghost hunters pay people to investigate the premises? I thought it was the other way around.

?? No; they want to stay in the room. The room is booked for months in advance.

Who pays the theater to investigate?

Oh, some guy says there are unexplained events! Well what stronger evidence than that could you possibly need.

Again, no one. No one is being "paid" to investigate. People who are into ghosts like to stay in haunted rooms and go to haunted theaters, thereby making the owners more money. Thus if he can pull it off, the owner of a hotel (or theater) might be tempted to show "proof" of ghosts.

From the website "Weird California - Your Travel Guide to America's Best Kept Secrets"

    =================
"Kate is our most famous ghost,” says Hotel historian Christine Donovan. “We get more interest from the media on that one subject than anything else.” And why wouldn’t they? Whether it was murder or suicide, her violent end is custom-tailored for a haunting. On the last five days of her life, Morgan stayed in Room 302. After a century of restoration and remodeling, the room has been redesignated #3327. According to hotel staff, it is usually booked months, even years in advance, especially around Halloween. . .

If you do decide to tempt Kate Morgan, it’ll cost you: “Victorian” rooms go for $250.00 or more, but it’s a small price to pay for a good bet to see a ghost, and a babe at that.

TBH it actually looks like the Footage has been doctored, if you look carefully the chair isn't actually moving the pixels are too static in the area of movement. What's occurred there is someone's cut an area of the screen (the chair) from one frame and then tweened it from one frame to another. It's likely using some low end equipment to do since the tweening method isn't particular well rendered (it's "cubic" extrapolation) It could have potentially been edited on someone's mobile phone.

It raises some questions in regards to the surveillance equipment if taken in light with various "darknet" projects that involve planting bugs, hidden wifi's and back doors in commercial equipment. It wouldn't take much to place a simplified circuit for editing/doctoring inputs on the fly into cameras for either pranking or criminal endeavours.

I see the chair moving. How can you say it isn't moving?

So the theater is making no money on having ghost investigation teams come there. It DOES have psychics who come there. Do they charge for their services?

What you see is a section of the screen that is cut around where you think a chair is, that is moving moving. What you can't actually see is a real chair, you can't see it's outlines, you can't tell if it's a folding chair, one with static legs or even if it's pinned to the ground or other chairs in the row because the video quality is too low.

I'd therefore say that you don't see a moving chair, you see the appearance of a chair move (since technically it's your brain that's taking in the information and processing it that way. It would be possible to recreate this and actually moving a section of screen where a chair doesn't actually exist and still have you think you saw a chair move.)

I can see the chair with the same certainty that I see all the other chairs. I can see it move from one position in line with the others to a skewed position out of line with the others. I'm not going to argue though. That's your hypothesis. I just don't happen to see any evidence for it.

So just to be clear, YOUR hypothesis is that this chair was moved by a paranormal force?

I'm not trying to create an argument with you, just putting forwards one potential way to fraudulently create such an effect. (For what purpose, well the event isn't that spectacular on it's own, however a "Medium" had just finished entertaining in the building.)

Another potential method of making a chair move is actually water. If someone spills water on a polished floor, the water isn't absorbed. It's possible for a chair to be placed on/in the puddle and if the puddle shifts due to temperature or incline it can move a light chair. Occasionally bar tenders will have seen glasses slide from the surface of bars purely for this reason (and not because of having a drunk attached to the glass or the bar)

Actually, in this video, they could pretty much have used any kind of thread or even rope and you woudn't be able to see it.
