    Measurement is comparatively easy when the stress fairly uniform over a considerable length of the part in question, but becomes difficult when the stress is localized and varies greatly with position.



    I can exclusively and very well understand all the sentence but for the highlight part, i.e., with position.

    Above all I can not get what with means here, and could you give me a synonym for it- with position?

    assume you have a bar that is 100 cm long. If the bar is flexed you can assume the stress is evenly distributed over the length. Lets assume that there is a force on the ends of the bar pushing down on 2 fulcrums at 25 and 75 cm, there would be higher stresses at those positions.
