It's highly toxic - every human who has ever consumed it has died. It has mind altering properies - every violent offender has consumed it at least once. It's highly addictive - Every human who's has tried it at least once has gone on go consume it in greater and greater quantities. What's even more alarming about it is that withdrawl invariably leads to death.
No, I think that any discussion on the merits abd flaws of banning this substance is going to be sufficiently technical as to require a chemist to moderate it effectively, and so it should remain in the chemistry subforum.
I was exposed to this toxic chemical on a daily basis when I was in the Navy. We often used it as a powerful cleaning solvent. The stuff would get all over us. And no amount of showering ever got it off. I still have nightmares about it to this very day.

This is one of my pet peeves. The assumption that the water out of the ground, or in streams must neccessarily be drinkable or usable. It's not. There is ground water that is that acidic you could almost use it for battery acid, there are streams with so much arsenic in them that a glass would probably kill you, and there are rivers with bacterial counts so high as to be practically unusable for contact recreation. The first two are functions of geology and reflect the chemistry of the underlying rock, the third is because of a gull colony.
