In the monsoon we see static electricity developed on the clouds due to friction of clouds.

Can we develop electricity from air?

Of course. Take air (specifically nitrogen) heat it until it becomes a plasma, separate the electrons and you have an electric potential that you can use to generate an electric current.

Or separate the air with heated air and cooled air to allow for friction. Rub the two together really fast.

You are meaning something like harvesting the electrical energy behind electrical storms.

Pump dry air through strips of (not sure what kind of) material at sufficient velocity and you will strip electrons in the process and collect them.

Of course you will waste a lot of energy doing this, so it's useless for harvesting it as an energy source.

In some cases you could let the wind blow dry air through such a device, but you're surely wasting the power you could develop by using the wind to drive a windmill.
