They got a decent buffer in the Pact, sure, but are you telling me you've forgotten Afghanistan? Greece? South Korea? South Vietnam? Arms imports all over the ME and the political pressure they provide?

Every nation having nukes today is capable of using them; and some are more loose about it than others. A dirty bomb in Mahhattan is far more likely than the US simply lobbing one at someone else. Government overthrowing is a very far cry from nuking people, except that the countries who can afford to overthrow other nations usually can afford nukes.

That day is pretty unlikely. You still haven't identified who they're going to use them on. Why don't you compare checks and balances on nuclear proliferation and potential nuclear use?
