It's both, when a government looses touch with the majority of it's citizens, that it must strong-arm the natural flow of events. Even the Brotherhood are not strong-arming the natural flow of events. Not at this point anyway. Way too many people watching.

Libyian spokes person on BBC says the army has been attacked by “separatists” some of who are intoxicated with drugs. The army was not properly trained for crowd control and as it protected itself, it did fire on the separatists and 14 were killed, but the press numbers of 350 etc. are pure fiction. Gadaffi's son says the they / the army / will protect the government "to the lasts bullet." BBC 1308 GMT: "Almost all major tribal leaders seem to have joined the opposition, as well as important religious leaders, and several senior Libyan ambassadors. The east of the country is already almost entirely out of the hands of the government." BBC 1310 GMT: "Prof Aref Ali Nayed, one of Libya's most senior religious leaders and a member of one of the major tribes in Libya, the Warfla tribe, has told the BBC World Service he now expects that the tribes will stand united against the government of Col Gaddafi in this crisis: "All the great tribes of Libya are united. The poorly armed Libyan population, vs., Gadaffi, his seven sons and a few thousand mercenaries they have hired and armed well, but significant fractions of the Army and Air force are refusing to fire on and bomb the protestors ( but others were willing to do so yesterday)

@Billy T What only to be accused of interfering with an internal affair? To be accused of 'regime change'? To validate the rumors that these regime change protests were really driven and influenced from outside? No. Why don't you suggest that the French or Chinese or British kill Qaddafi? Why ask the Americans when all you ever hear are complaints of american interference, use of troops in foreign lands, drone strikes that kill innocent civilians yadda yadda yadda?
No just do the usual: State the US and its CIA had nothing to do with his house exploding. Only real probelm is that I think there is a US law against killing a head of state, but that is no problem too as US can claim that even if it had caused his house to explode (which of course it did not) Gaddafi was not a "head of state" when his house exploded. Next day by edit: If CIA does not take Gaddaffi out, then the US, with or without NATO, needs to immediately close the air space to Libyan planes as the BBC is reporting that Gaddaffi probably has poison gas they can drop. When he agreed to give up the nuclear weapons program, it appears he stocked up on poison gas as an alternative. The US closed the air space over Iraq for several years, in part because of Saddam's use of poison gas against Kurds, (but not its use against the Iranians in their 8 year war - the US not only approved of that, but provided Satellite photos of where there were large concentrations of Iranian troops near their disputed border. The US was still "pissed" about the Iranian holding of many US nationals during Jimmy Cater's term as POTUS.) It is better to close the barn door BEFORE the horse escapes.

No, just not willing to stand by (I hope) while hundreds (or perhaps soon thousands ?) of innocent people are killed for wanting to exercise the rights the US claims to support. For me, the US should either put up or shut up.
