The only reason I have cable is for the NFL network. Otherwise it's worthless, since you can get everything online, including the shows, which you can always stream to your HDTV.
I've got a friend who has a cable package like that except it's a massive, mother-of-all NHL package. Costs her something ridiculously expensive. She also complains about the debt she's in. Go figure *rolls eyes* -- Books! Beats the hell outta TV for stimulating content, and it's cheap/free! I'm finishing up Ender's Game right now, going to start running down the list of classic sci-fi I've never read but probably should. Neuromancer's probably next.
Before the person goes broke they should store massive amounts of peanut butter and jelly. It lasts for years, is good for you and buying bread every day is very cheap.
Bah, I couldn't finish Enders Game. The Science Fiction was so wrong IMO. I can't envision any combat scenario where people are floating in a low gravity environment and bouncing off of the ship walls. I liked it up until he became the leader of his training squadron. After that, I put it down. Since I'm never going to finish it, I would like to know what happened to that jack ass big brother of his?
Food shelves are great for getting free food. Figure out their schedule as to when they get their deliveries and get there bright and early on that day. You will get the best pickins, and the most food on that day. Some counties offer financial help to those who are suffering financially. If you can prove that you are truly struggling, they may pay your rent or a certain bill for you. Only use this in desperation, as its usually a one time thing. Volunteer your time to worthy causes. You usually get fed, and you will also get to meet a lot of people who may be able to hook you up with some kind of work, temporary or permanent.

Currencies give you a great long-term outlook. And Cambodia or another low CPI country allows for maximum free-time.
Yes i have more than 10gigs of e-books, or more than I could finish in my lifetime. Anything that could be learned in an expensive school can be learned by reading books too.
