Yep, most skinny people have small breasts, most larger women have large breasts, I would guess because of what they're general frame can support without having difficulties.

 

The example was not about the girls, it was just about the cup size.

IIRC the number is around the waist and under the bust, the letter is a cupsize (basically how much they stick out). I would guess they measure again including the breasts and figure it out somehow.
