IN all practical terms this is incorrect. Presidents can start wars without Congress and then if Congress, after the fact, does not 'support our troops' they will be branded non-patriots and the public will punish them. So a president can and has started wars without Congress. And not just Republicans. Shiny old Kennedy did it, for example.
I like the phrase eminent threat - like a dignified threat. It sounds like a translation from some Chinese daoist book on war. 'Imminent' is correct, but correct is overrated. In any case, all you need to do is declare there is an eminent threat - I still love that - and then start the war. The domino theory worked and this was hardly imminent. It meant that if this country fell other would later. If you can squeeze a war out of that, well.........
