This is a textbook example of the Law of Unintended Consequences. When our out-of-control government decided to launch a Czarist campaign against recreational drugs, Jamaica became a natural source for marijuana. It has a huge domestic industry and a reasonable public attitude toward ganja, and unlike Mexico it's not a U.S. puppet state that we can saturate with herbicides. The network and the contacts were established in the late 1970s. Then in the early 1980s, the Baby Boomers started getting older and wanted a drug with a little more pep to it, and the popularity of cocaine soared. Coca leaf does not grow in Jamaica, but it's an attractive product for any black market businessman because of its higher profitability (it's sold retail by the gram instead of the ounce) and concealability (not only is it more compact but it doesn't smell). Expanding the existing network and contacts with the U.S., with a new network and new contacts with Colombia, was an obvious marketing strategy out of Business 101A. And here's where the law of supply and demand kicked in, a law that governments do not respect (and often pretend they have the power to repeal) because it is not one of their own creation. If you make a popular commodity illegal, its business shifts to the black market. The risk and profit attract criminals, and the inability to resolve disputes through the legal system results in violence. Well I hardly need to explain this to any American, because we saw it all during our failed experiment with alcohol prohibition in the early decades of the last century. As the drug trade embraced a drug that was highly illegal in Jamaica, a business with a strong core of family farmers and Rastafarians who used their own product to reinforce their pacifism was taken over by genuine gangsters. Predictably, the killing began. Jamaica is an unfortunate victim of the War on Drugs, but it's hardly the worst. Afghanistan is the producer of 90% of the world's opium poppy crop and heroin is an $18 billion world market. In Afghanistan this business is not run by gangsters because the country has an efficient outlawed organization that's larger, more powerful and more popular than the government: the Taliban. The profits from heroin directly fund anti-American terrorist activities. The War on Drugs keeps the War on Terrorism going. What a sweet deal for our government. They can continue using both as excuses to curtail our freedom.
I come from St. Croix, a US territory in the Caribbean. We have had in the past the highest ratio of murders per population in the US, and might still be. It is all gang related violence. Islands are small, communities are tied together. If a police officer always has a cousin that committed the crime,he always looks the other way. The public schools suck. There are fights with knives or guns going on all the time. The kids don't want to go to college, they want to make money. There is reputation, and all sorts of things that come with a life of crime. It is very appealing to almost anyone growing up there. The government is corrupt. You can call the police and they might never show. I got robbed 6 times in a month, neighbors taking down license plates and all - nothing ever happened. You step foot in the wrong part of town (just a few blocks away from where the white folks hang) and you will get robbed without blinking.
