Most of delivery charge goes to the store, not to the driver.(they get a small amount for each run, or by mileage) You tip a waiter for walking from the kitchen to your table with your food, a delivery driver has to go a lot further, and has to pay for gas. If your too cheap to tip, get in the car and go pick up the pizza yourself. (I used to manage a Papa John's)
No it's not that. People that actually evaluate me while I deal with them tip me well. But most people already have the tip made out before I even comes down the street.

Again, who is charging $4?! It's more likely something around $1. That "delivery" charge is supposed to BARELY cover the gas. Think about it... the drivers deliver pizza in their OWN vehicles. Not only is the driver responsible for maintaining his vehicle, but he still has to make a living. When people don't tip, the minimum wage + insufficient "compensation" aren't enough to make the job worth it... at all. Plus, drivers do a hell of a lot more than just drive around giving people their pizza. The job is a pain in the ass when you live in a busy area like mine where people are cheaper than hell.
