Looking at the HTML it would suggest perhaps being inserted to the template via one of the forums robots or Porfiry himself. Unless Porfiry put it there it means potentially a new spammer exploit to insert things up into the navigation to get your attention.
Hello, my name is Zoran. Before a day or two sciforums got new management. We will keep doing sciforums server administration, forums software upgrade tasks and other things behind the scene. Porfiry is very busy in this period of his life so he decided to hand over these tasks to someone with experience in design, software development and system maintenance. From the user's point of view nothing will change except we might add new services like blogs, articles or articles system to the existing forums to enrich user's experience and information flow. However it's up to community to decide in which direction sciforums will evolve. We hope that all community members will help us. This is just quick introduction in the current situation. At this point we will work on forum software update. Current software is pretty old and buggy as you may noticed. New vBulletin version doesn't support current theme. As we don't want to change sciforums look and feel radically, we're now readjusting the theme. You may expect this to be finished tomorrow. Little forum downtime may occur but we will try to do it in off peak period.

So do I. I think its perfectly fine the way it is, I've seen far too many forums full of pointless superfluous crap that doesnt really add anything, 'cept to slow down the site.
It's an old version and it needs update at least for security reasons. Not to speak about new features, like better spam management, optimized code. Anyway user interface will remain the same.
I understand that many people are nostalgic for whatever reason and rejecting any kind of change even if it brings something useful. We will respect this but some system changes are required.
