There can be two kinds of laws.

  • Natural laws (an example for this is P = W/t)
  • Legal law (also known as the law of the land)

One can not break natural laws, because everything is a part of nature. If you think you have broken a natural law, you simply haven't understood or discovered it before.
But one can always try breaking a legal law, and it can be argued, that you haven't understood a legal law, if you have no ideas how to break it.

Natural laws are usually discovered by scientists, or people, who learn from their mistakes.
Legal laws usually are envisioned by politicians and created by lawyers or legal experts.
