Welfare

Welfare is a social system invented to minimize social unrest in a nation. At the end of the the Second World War most European countries introduced extensive systems of social welfare to prevent the social unrest that made the War possible. This is contrast with the situation after the First World War when no major social changes were initiated perpetuating the social tension that made the next war possible.
