Account deletion is really Administrative, Depending on whether someone has a posting history here or not decides on whether or not they should be deleted. If they have alot of posts, it's best to keep the name or you end up with posts by 'Guest'.

That would be called a sockpuppet.

As a rule, we do not delete accounts, although it is possible to do so. Deleting all of a person's posts would leave unexplained gaps in a lot of threads.
