What is the relationship between water vapor and the height of the troposphere? If there is little water vapor in the air, is the troposphere higher or lower?

the more water vapor in the air the higher thunderstorms can reach before they 'run out of steam'. literally.

Lower moisture content usually implies that surface pressure will be lower and subsequently the entire atmospheric structure is lower in real altitude. I don't remember the equations off hand, perhaps Geopotential Thickness and another one..whose name escapes me at the moment.

I want to know how cold it gets over Winnipeg in winter at the top of tropopshere.

Winnipeg is known to be very cold in winter and temperature only at the ground level sometimes drops to -50°C. So I want to know what the temperature in Winnipeg will be at this time in the top of the troposphere.
