I got Guam quarter today. WTHell!? I heard the US is coming out with Virgin Islands and Samoan quarters next. Did they become states and I missed it???

The state quarters have all been issued. Next up are the District of Corruption and US Territories.

In 2009, the United States Mint will mint and issue six quarter-dollar coins in honor of the District of Columbia and five U.S. territories: the Commonwealth of Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands and the Commonwealth of the Northern Mariana Islands. These coins will be issued in equal sequential intervals in 2009 in the order listed.


District of Columbia
The Commonwealth of Puerto Rico
Guam
American Samoa
The U.S. Virgin Islands
The Northern Mariana Islands

and what exactly make a country a US Territory? a military base?

They are not considered other countries. Teritorial status means means the US has declared that it's laws & constitution apply entirely or in part to the gov't. and inhabitants, although the territory is not a US state. It's the same sort of system put in place in areas of the North American continent which were acquired by the US which had not yet been granted statehood.
