Is this practical does anyone think? Each tile is hollow and has all the air removed by chemical or mechanical means... Will it stop sound propogation or is there something im missing

Depends what the tiles are made of - they'd have to be strong enough to withstand the pressure differential - and that material (plus the fastener system that holds the tiles together/ onto the wall) may transmit sound better than cheaper alternative methods of soundproofing.

    Floor tiles?

I'd prefer that the floor doesn't implode while I traverse across them.

yes. you have to anchor this stuff somehow.
the anchoring points will allow sound transfer.
