When the domestic market for a product or service seems to be weak, it just means to make a mad rush to look for a market overseas, without investigating opportunities at home a little more carefully first. Typical Google hits on the phrase include an American vineyard whose owners didn't think there was a good market for their grapes in America so they started looking for contracts in other countries, and a London hotel reminding Englishmen that they don't need to travel to a foreign country to have a nice vacation. You guys all know how to use Google, don't you? ;)
