    The email below

    craig.robert@chicago-west.va.gov

If I search for '@chicago-west.va.gov' I get back results verbatim

    However if I search for:

    craig.robert@

I then get back results for 'craig robert'

So this way around it leaves out the punctuation

Why is this and is there a way around it?

because the second half is a recognizable URL (and is inside of quotes), while the first half is not (no quotes, either).

To keep the first half intact, put quotes around the search string:
    "first.last@"
