This is an alternate timeline, where when Q had his omniscient powers revoked by the Q Continuum in the episode Deja Q, they didn't eventually give them back to him and he had to make do as a human. So the episode Tapestry never took place, and Captain Picard died. Q learns about Picard's death about 6 pages into Only Human, and it triggers the events that take place from that point. Therefore Only Human begins in May 2369, right around Q's third anniversary as a human. (BTW - I suggest that you don't read the FAQ until you've read the story first because it has some spoilers)
