"Astronomers have discovered a previously unexpected astronomical phenomenon – a radio jet in a star system where none had been expected – which suggests that all stars and black holes feed in the same way."

black holes are powered by accretion or when matter falls unto a compact object...this process gives rise to x-ray jets originated from the black hole.

However dwarf novae seems to have been not producing these jets...however they have been found now to produce it too.

On a side note...I dont understand why dwarf novae's jets have not been observed before and can be observed now...

Yes, it seems strange,
but others perhaps did not have the equipment, or did not look closely enough, or were just plain unlucky.

“For the first time, researchers were able to obtain a detailed radio light-curve of a dwarf nova in outburst.”

Dwarf novae occurs when the gas in an accretion disk collapses onto a dwarf star. Luminosity is low as is the increase in luminosity which is probably hidden by a much brighter non-dwarf companion star.

but is the x-ray emmited also low? Does luminosity also means it includes x-rays in it?
