I just bought Jet Grind Radio for Dreamcast yesterday, and I have realized that it is the most expressive videogame ever created. It is too complex to explain but its cel shaded (like a comic book) and is about gangs, graffiti, music, dance, funk, and all that stuff. Go buy! It'll be your best money spent in a while!
It has an awesome soundtrack too. Mostly japanese hip hop. I agree, it's one of the coolest games I've seen.
