They don't kill new born deformed children and go on as if nothing has happened. Rather they flaunt it as divinity and make news. Birth rate is higher so it seems more, but the % of deformed children born may be more are less same as in other countries. Another reason is marriage between close relatives are higher in quite some places.
I'm gonna say pollution. I wonder how long it has been a problem. before we might not have known about the deformed children, but now with better communication, we do.
india produces many child prodigies too. because if a good doctor marries another doctor, the child becomes an even better doctor who marries another doctor. if a good artist marries another artist and etc... that way you can create people who are very good at some things, and they are called child prodigies. i don't know why they produce so many so many deformed children... yes
