The russian embassy, that would be my first guess. But I'm sure someone else will be able to give a better answer.
i dont think you can vote. if the laws in russia are anything like they are in NZ and aus, then you need to be a permanent resident of the country for 2 years to vote there, and if living overseas, you cannot have been outside the country more than 6 months(unless on diplomatic or military business) and have the intention to return to the country.

Contact your embassy in the USA, they will tell, but most likely you've already missed the opportunity. Latvian citizens can vote in embassies a few days before the local elections take place. You can be an overseas citizen as well.
