Yes, of course, but also if chopped he would not be doing anything useful like learning how to efficiently use the extra digits. Hence he wouldn't be able to pass his freak learnin' on to his freak child.
Did you learn to use your 5 digits by mimicking your parents? When I look at my children growing up they mostly learn to use their digits by doing stuff with them. In fact the fetus is already practising motor control before he enters the world. It seems unlikely to assume someone went into the vagina to show the fetus how to make a fist. Some behavioural patterns are learned, some motoric skills are copied. Some are tought. Using a hand with extra digits doesn't seem quite the leap that requires the didactic intervention of a parental unit. of course, this is just my opinion
