is time relative in a vacum

    Why did you think that?
    Did the Apollo missions not experience the passage of time?
    The Earth is in a vacuum, does that not experience time?

    I think the question could be more productively stated: "In a universe devoid of matter and energy, does time exist?" This harkens to my own model of the universe in which time is graphed on a logarithmic scale (antilog?) so that the Big Bang is at minus infinity. The question, "What happened before the Big Bang?" is then meaningless, because time now has an Absolute Zero just like temperature.

    It sounds suspiciously like a Moment Of Zen to ask, "Does time pass when there is nothing to be affected by its passage and nothing with which to measure its passage?" But as is common in our age, philosophy, mathematics and physics have begun to overlap. Doesn't Heisenberg tell us that at the lower limits of measurement, the act of observation plays a role in the definition of "reality?"

    The problem with the statement of the question in the OP is that a vacuum is only devoid of matter, but not energy. The Four Fundamental Forces (gravity, electromagnetism and the two nuclear forces) pass through it on their way between various material objects.

    The Earth floats in space which is itself a vacuum so time can still take place as long as there's someone that has a timepiece to tell us what the time is.

    Time only exists where there is change, and in order for there to be change there must be matter and/or energy

    Incorrect. Assuming you manage to get rid of any and all energies in a vaccum, you are still left with space and time at a bare minimum. In other words a vaccum is NOT nothing... in fact 'nothing' doesn't appear to be real.
