as most of you may or may not know FISA was put in place to provide a sort of check on executive power, but does it really provide that check?

FISA meets in secret so how does that provide any check on executive power?

This is what i would like addressed in this thread:
1. how can FISA be revamped and at the same time provide the check on executive power?
Revamped in this case means to include cell phones and the internet.

I remind everyone this is an alpha thread.

FISA conducts: electronic surveillance and physical searches as well.

It's not really a check. It just provides a record of the event. Mostly it has been a rubber stamp. I suppose the judge could be accountable for issuing an improper warrant.
