Yes, but some wars are still unfinished. And no, I'm not just talking about recent wars we're still waging because they're recent.

 

Because any other country involved in any war we get in won't give us carte blanche access to do what we need, then cry and whine because we can't get our shit done. (i.e. stupid rules of engagement)

You're asking what could be a legitimate question (depending on what you mean by "finishing" a war), but you are going about it all wrong.
