They've been saying that since before the invasion. That 3-4 month evaluation period is called a "Friedman Unit", named after Thomas Friedman, a pundit who originally supported the invasion and since then has used that unit frequently. The usual postponement period announced by Administration reps, before accountability sets in and failure must be faced, has been 2-3 Friedman Units. The "surge", for example, was announced as requiring 2-3 Friedman Units before evaluation of its effectiveness.
