Spurious, whether you believe me or not. I live in NJ, Hoboken, that's 1 mile from WTC. I saw it happen, I saw that white rising smoke and falling towers and there was nothing that could have been done to prevent this. NOTHING.
Rudy was warned after the first attack on the WTC that putting the emergency response office in the WTC is not such a good idea, because the towers are still targets. Nevertheless Rudy put the office there, the rest is history... That's how he helps to prevent shit happening...

Of course, Building 7 was destroyed early on 9/11, so every emergency response from then on had to be handled from multiple, temporary locations with poor inter-city communication."
