    Actually, your numbers are a bit off...
    "President William J. Clinton made 139 recess appointments during his eight yearsin office, 95 to full-time positions. During his first six years in office, President GeorgeW. Bush made 167 recess appointments, of which 101 were to full-time positions."

    By the way...
    Even if Clinton did appoint more, it wouldn't make it any more or less a shitty thing to do.
    I'm hardly a Clinton apologist - I'm not even a Democrat - I just think this is a shitty thing to do, regardless who does it.

    BTW, I did not mean that Bubba was any worse than Bush for having perhaps plopped a few buds into positions. I did say:

    It can be a deft move, if some appointment traps ones political enemies into an opposition neither side wants to battle out.

    Lets both sides off the hook on some comparatively minor matter.

    also, how many of Clinton's appointments were blocked by the congress and pushed through anyway?

    the problem is not the appointments, its the over-reaching the the presidential power by totally bypassing a congressional process.

    It's a constitutional excercise of Presidental power. If I were him, I'd fill every single vacant position this way. Appoint the most conservative bastards you can find. Then, when you appoint more reasonable types via normal channels, they'll seem tame by comparison and get thru.
