It can be a deft move, if some appointment traps ones political enemies into an opposition neither side wants to battle out. Lets both sides off the hook on some comparatively minor matter.
also, how many of Clinton's appointments were blocked by the congress and pushed through anyway? the problem is not the appointments, its the over-reaching the the presidential power by totally bypassing a congressional process.
also, its shows a total lack of respect for our own government, which is not a quality that a president should have.
It's a constitutional excercise of Presidental power. If I were him, I'd fill every single vacant position this way. Appoint the most conservative bastards you can find. Then, when you appoint more reasonable types via normal channels, they'll seem tame by comparison and get thru.
