Time magazine has a different cover for the USA. http://www.time.com/time/magazine/europe/ Same trick from Newsweek last year: http://thinkprogress.org/2006/09/25/newsweeks-latest-cover-by-geographical-region/ Now one could argue that its a reflection on what Americans are interested in and care about as a whole. That is also true, but in both cases it was bad news about the war on terror...
The article is still in there, they just think the other cover will sell better. I think it suggests something else about America.
True, it could be a simple sales strategy... but then again, they could put a blonde on every issue, doesn't matter what is inside...
But then, it would also be a reflection about what non-Americans are interested in. And the fact that you label one group's news preferences as "the truth" also is a reflection of your own biases. As is the fact that you started an entire thread about this.
