I'm not sure the article supports your premise. Any appearance of US interference in Iraqi government would lead to more sectarian violence, and a dictatorship is obviously impossible. Perhaps this statement by Al Jaafari was US directed propaganda intended to make him appear independent, and therefore, more legitimate in the eyes of the Iraqi people.
