Because Americans have forgotten how to perform risk management. You're supposed to do a cost/benefit analysis of each risk to decide how probable it is, what will happen if it comes true, what choices you have to accept, mitigate, or avoid the risk, and what the expected value of the benefits minus costs of each course of action is. Instead we just identify a risk and say Oh god we can't let that happen. Suicide is one of the major causes of death in the age group that most SciForums members belong to; so is murder. How come nobody is working on that?
