Even though the average uneducated third world person is either taught hatred with fundamentaist instruction or has 1st hand experience with repression or death at the hands of the US and/or dictators - only the most intelligent, well financed, well traveled, best educated, multi lingual people can carry off a complex terrorist act. (although melting down several US reactors may not be that hard) ................. A military solution/delusion If priviledged smart people are the enemy - then we could either fill them with stupidity drugs and chemicals or dillute their intelligent population by implanting the genes of US congressmen in all their newborn. .................... an enlightened neocon solution: Spread a credo of freedom and respect of culture religion and way of life that is clealy understood by all. Supported with aid in the form of money, schools, medicine and food. Equally clear will be the Draconian measures that will befall any people whose religion, culture or politics willfully attacks another country. (US excluded) Not even the most obediant child is completely free of fear. .......................... The clever and compassionate solution: Create conditions where there can be only love of the US and hatred for terrorists even by thier fellow nationals. But that would involve obeying our original constitution and swapping the military and education budgets.
