Cytoplasm is just the liquid inside cells. Contains lots of salts, proteins, hormones, some fragments of DNA and RNA, maybe some other crap...

Sure we could make a cytoplasm, we sort of do with cell-culture techniques where you make a broth for bacteria to grow in..sort of.

But why make cytoplasm?
