Should proponents of genocide be executed? Imprisoned?

I think they cannot be punished until they act upon their thought in a way that harms another human (to include intimidation, e.g. intimidation tactics are their own crime and that should be applicable)

To clarify, I mean someone who merely thinks its a good idea. For instance if you were in the line at the store and the hot chick behind you is all "hey, let's get rid of all those X people." should she be imprisoned?
