So why do you think we have the lips we have? Normally I would expect such flexible and muscular semi-appendages on things without our mobile forelinks, such as horses and goats. We don't need these lips for eating. For protecting the teeth then? If so, why are they so sensitive and flexible? Are they in fact hardwired parts of our sexual activity? Has stimulation of the lips been part of human sexual activity all the way through our evolution, for millions of years? Perhaps a combination of these? Any other ideas?
Speech and non-verbal expression. I think lips evolved to facilitate speech as they can be finely controlled to produce the delicate nuances of sound. Smiles, sneers, and snarls are pretty basic expressions, similar to the expressions of many other animals, but human lips can be set or pursed to transmit less overt signals as well. They can convey emotion ranging from grim to sensual. Peace.
