Interesting idea. I'm already running a webserver on my home computer (connected via DSL - it's running webfansite and pushing out about 1 GB a day). It's entirely feasible to add a news server as well (I've got a lot of spare computing power here). I'll have to look into the rules for how groups are distributed to other servers and how you are supposed to go about creating new public groups. Also, I already know that there's software to connect our forum software with a news server, so that would be pretty trivial.
Well I know if you decided to you can decide the update period for your newsgroup to save bandwidth. I know there are quite a few pieces of server software for doing so, and the information is aquirable (I did look up how to do it with a personal computer, but if you have a static IP then it's simplified. You could also place your webfansite in there as well. For instance webfansite.jolie.binaries of course sometimes people dislike binaries because of all the dodgy things that can be loaded.)
