Interesting, but actually an artifact of a base ten counting system. The smaller a number is, the more frequently it appears in semirandom events. For instance, if we were looking at the number of Doctors with the name last name Smith in the USA, the number would be most likely have small digits, rather (1,2,3,4) than big ones (6,7,8,9).

1, 2 and 3 are the most common appearing digits. I wish I could remember what this phenomena was called so I could provide a link.

Quite interesting, though.
