Looks like some kinda implosion from something in a shipping crate on the docks.

It could also be a still from a video of a fuel-air bomb explosion. The bomb bursts, producing a large cloud of fuel, not sure what exactly is used though. A smaller bomb inside the cloud detonates, igniting the fuel, the bomb produces a massive pressure wave, causing more damage than a conventional bomb. If it detonates inside a structure, you pretty much get a giant frag grenade. Fuel-air bombs were the precursor to the thermobaric bombs used to bust caves in Afganistan.

That is definately an air-fuel ordnance exploding. The image must have been taken the moment the initial plume had been ignited.
