The bomb bursts, producing a large cloud of fuel, not sure what exactly is used though. A smaller bomb inside the cloud detonates, igniting the fuel, the bomb produces a massive pressure wave, causing more damage than a conventional bomb. If it detonates inside a structure, you pretty much get a giant frag grenade.
