What happens when there is no protocol?

    I have employed a Psychiatrist in the role of Expert Witness. Part of his evaluation was to implement Psychological tests. However, he has made many mistakes with this test. But on investigation there is no protocol for a Psychiatrist implementing Psychological tests (however there would be if he were a Psychologist).

    With this in mind what does it mean if there is no protocol? Can they do whatever they like?
