I think it's a good idea. The Voight-kampff empathy test, from the film Blade Runner and the book Do Androids Dream of Electric Sheep? by Philip K Dick, should be applied to all politicians. We may not be able to "retire" them just yet, but at least we'll know they're replicants. They already started doing it in San Fransisco.
