"The greatest happiness for the greatest number." Morality discerned from the supposed utility of any action towards achieving this aim.

This would probably be better discussed in Ethics.

Boiled down to it's most basic level...
I think Utilitarianism is essentially Pragmatism expanded into a system.
It is looking at the consequences of actions/rules as opposed to ideals of actions/rules.

I think this fits just fine in Philosophy.
It is a discussion of a philosophical system, no?
If it is a debate rgearding whether Utilitarianism is better than what is currently in place in county X, perhaps then it should go into Ethics
