Even if the radiation level is low, Uranium is much more toxic to the body than lead.

Pulverized DU would make an excellent dirty bomb, not so much because of its radiation, but because in the form of dust ,especially particles 10 microns or less, it is easily inhaled and highly toxic.
We left enough DU on the ground in Afganistan to make dirty bombs, which if expoloded in an air bursts, could make many major American cities uninhabitable.
Even small dirty bombs could leave critical areas such as subways or airports unusable.
